If approved, these adjoining developments would bring 268 new single-family homes to the rural Pettyjohn Road area near Milton.
Both proposals are by Ribera Development and were the subject of public hearings on June 4th.
- Windscape Farms: 49 homes on 26.4 acres of primarily forested land
- Symphony Glen: 219 homes on 109.65 acres of former agricultural land
These properties lie in what Delaware classifies as Level 4 areas, where state infrastructure investment is minimal and development is typically discouraged.

Windscape Farms would preserve 5.54 acres of forest and connect with the nearby Four Winds Farm and Symphony Glen.
Symphony Glen’s design includes:
- 52.9 acres of open space
- 6 acres of 30-foot perimeter buffers
- 38 acres for recreation
- 7 acres of stormwater management
- 2 acres of federally regulated wetlands
- A clubhouse and pool (not included in Windscape Farms)
The developer has proposed shared amenities between both subdivisions, though each would maintain its own HOA.
Traffic and Infrastructure Concerns

Community feedback during the June 4th hearing focused on potential strain to infrastructure.
Residents expressed concerns about:
- Increased traffic volume on Pettyjohn Road
- Drainage issues and stormwater management
- Pressure on schools and local services
A DelDOT Traffic Impact Study recommends over $650,000 in infrastructure improvements, including:
- Road frontage upgrades on Pettyjohn Road
- A compliant neighborhood entrance
- Contributions to Route 9 projects
- Future funding for roundabouts at Harbeson Road intersections
Public and Government Response
So far, few public comments have been submitted. One notable voice of support came from Habitat for Humanity, citing the inclusion of affordable housing options in Symphony Glen.
Still, Sussex County officials have deferred action while the Land Use Reform Working Group reviews future regulations for building in Level 4 areas.
