Sussex County Approves Final Site Plan for Armada Cluster Subdivision

The Sussex County Planning & Zoning Commission has approved the final site plan for Armada, a 67-lot single-family home cluster subdivision. 

Located on 47 acres along Harmons Hill Road, just a mile west of Route 5, between Lewes and Long Neck, this approval, granted on March 5, 2025, marks a significant step forward in residential development in the region.

Environmentally Conscious Development

Armada prioritizes environmental preservation. The plan protects 15 acres within 27 acres of trees, ensuring all residential lots are at least 150 feet from wetlands. Phillip’s Branch nontidal wetlands, along the eastern and southern boundaries, will be protected by a 30-foot buffer zone. 

Community Features & Amenities

Future residents of Armada will enjoy:

  • Sidewalks on one side of all interior streets.
  • A 2,900-foot walking trail connecting to natural areas.
  • A playground, pavilion, and green spaces.
  • Water and sewer services from Artesian Water Co. 
  • All amenities must be completed by the issuance of the 34th building permit.

Road Improvements & Traffic Considerations

With traffic on Harmons Hill Road expected to reach 3,478 vehicles per day, the development will incorporate several road improvements to enhance safety and flow. These include widening Harmons Hill Road along the property’s frontage and aligning the community entrance with the Independence subdivision entrance. 

Additionally, the developer may contribute to off-site road enhancements, such as installing a traffic signal at the Harmons Hill-Indian Mission-Phillips Branch roads intersection and constructing a roundabout at the Harmons Hill-Hollyville-Zoar roads intersection.  

A Growing Residential Hub

Armada is part of a rapidly expanding residential area, joining a number of nearby developments that are shaping the future of the neighborhood. These include:

  • Independence: A completed development with 461 lots, providing a fully established community with modern homes and amenities.
  • Pelican Point: A large-scale project consisting of 352 lots, with additional phases currently under construction, offering more options for homebuyers as the development grows.
  • Wetherby: A smaller yet promising development, with 126 lots and site work already underway, indicating the early stages of what will be a vibrant neighborhood.
  • Liberty East and West: A dual development totaling 295 lots, with construction currently in progress, promising a mix of housing styles and designs for diverse buyers.

With the final site plan approved, Armada is moving forward with the next phase of development, introducing new housing opportunities to Sussex County.
