New Senior Living Community Approved for Lewes on Kings Highway

The Sussex County Council has granted final approval for the new independent living facility proposed by LIC Housing, LLC, that was previously recommended by the Sussex County Planning & Zoning Commission

Located at 16770 Kings Highway in Lewes, the project will include up to 95 age-restricted units for adults 55 and older. 

In addition, the development will feature a restaurant and fitness center that will be open to both residents and the public.

Representatives of LIC Housing highlighted the growing demand for senior housing in the Lewes area. 

Many seniors currently face limited affordable options between high-end apartments and full-service assisted living facilities. 

This project aims to fill that gap, providing seniors with a comfortable, independent living environment that also offers access to essential services.

A Legacy of Community Commitment

The Gelof family, longtime owners of the property, emphasized their commitment to creating a project that gives back to the community. 

The family’s history in Lewes spans decades, and they have been active in supporting local initiatives, including youth development programs. 

The development reflects their vision of a community-oriented facility designed to support both seniors and the surrounding neighborhood.

The family also shared personal experiences highlighting the challenges seniors face when seeking independent living options. 

They explained how the proposed project would provide affordable housing alternatives that allow older adults to maintain their independence while having access to essential services and amenities nearby.

The LIC Housing development is designed with the needs of seniors in mind. Features include:

  • Universal design and accessibility for all units
  • Wellness concierge services to help residents manage healthcare and appointments

The site benefits from existing public sewer and central water services, along with electricity provided by the local utility. 

The development plan includes:

  • Stormwater management and erosion control facilities built to state and county standards
  • Preservation of wetlands and woodlands with proper buffer zones
  • Downward-facing lighting to reduce impact on neighbors
  • Compliance with DelDOT improvements, including turn lanes, multi-use paths, and a potential cross-access easement with the northern property

The property is largely located in a designated Growth Area, making it suitable for a mixed-use development that aligns with Sussex County’s Comprehensive Plan. The development is designed to be compatible with nearby properties, which include churches, apartments, and other institutional uses.

Community and Planning Support

During the public hearings, the Planning & Zoning Commission noted several reasons for recommending approval, and the Sussex County Council subsequently voted unanimously to grant final approval on September 23rd, 2025:

  • The project supports orderly growth and aligns with the Comprehensive Plan
  • It addresses the housing needs of seniors while maintaining compatibility with the surrounding area
  • Traffic impact is expected to be minimal according to DelDOT
  • The restaurant and fitness center are open to the public, keeping housing costs lower than comparable facilities
  • The project promotes health, safety, and welfare for Sussex County residents

The Commission also established conditions to ensure compliance with county regulations. 

These conditions include limitations on construction hours, landscaping, pedestrian connectivity with the neighboring church, and final site plan approval.
