The Town of Milton is taking another major step toward replacing its aging and flood-prone public works facility.
Located currently in a floodplain on Front Street, the existing structure is vulnerable during emergencies, a situation Milton Mayor John Collier says is simply unsustainable.
The proposed new facility will be located on Sam Lucas Road, well outside the town's flood risk zones and city center.
The town is seeking $1.75 million in state funds through the Community Reinvestment Fund to match $2 million in potential federal aid from the USDA Rural Development Program.

Revised Plans to Reduce Costs
Initially projected to cost $6 million, the project has been scaled down to an estimated $3.7 million.
Key changes include:
- Reducing the size and scope of the buildings
- Removing plans for a community meeting room and office space
- Focusing the design on operational efficiency and essential needs
The updated plan includes two separate buildings:
- One for office and meeting space
- One for storage of equipment and materials
This design meets the public works department’s growing demands, while keeping the overall budget within more feasible limits.
Funding Challenges and Political Hurdles
Funding has been a persistent issue for the project.
A 2023 proposal for $2.5 million in federal funds was derailed after political opposition blocked a version of the agriculture bill containing the necessary provisions.
The town is now trying again, adjusting its approach in light of past setbacks.
Meanwhile, Milton has also made strategic land acquisitions. A 10-acre donation from Loblolly LLC in 2018 provided the Sam Lucas Road site.
As part of a recent agreement with Artesian Wastewater, the town will receive sewer service to the new facility free of charge.
