Milton Town Council is questioning the Office of State Planning Coordination about its request to remove three parcels from the town’s future land-use map.
This map serves as a planning guide for potential town expansion through annexation, and the parcels in question are:
- Four Winds Farm, a development currently under construction
- Triple C Farms off Harbeson Road
- A neighboring property next to Triple C Farms
Understanding the Conflict
The conflict arises from concerns raised by the Delaware Department of Transportation (DelDOT) over the town’s transportation improvement district (TID).
Including all the parcels would require DelDOT to revise the TID boundaries, potentially affecting funding and project prioritization.
These are the key concerns from DelDOT:
- Increased strain on transportation infrastructure
- Need to reconfigure the TID (transportation improvement district) to accommodate additional properties
- Possible delays in planned transportation improvements
Local vs. State Priorities
During the Milton Planning and Zoning Commission’s March 18th general meeting, Project Coordinator, Tom Quass, noted that the property owners have all requested inclusion in the future land-use map.
The commission agreed, asserting that decisions about the town’s future boundaries should remain with the town.
However, at the May 5th council meeting, members voted unanimously to table any decisions until they can hear directly from state planning officials.
Their goal is to fully understand the reasons behind the recommendation to exclude the parcels before moving forward.

The council’s decision to delay finalizing the future land-use map reflects its commitment to balancing local development interests with state-level transportation and infrastructure concerns.
