The City of Rehoboth Beach is taking a major step in centralizing its legal services with the hiring of Lisa Borin Ogden as its first in-house city solicitor.
Her new role begins Tuesday, May 27th, following the April 17th decision by the board of commissioners to authorize her employment agreement.
A Distinguished Legal Career
Lisa Borin Ogden brings extensive public service and legal experience to her new position as her resume extends to being:
- A member of the Delaware Bar
- Juris doctor from Syracuse University College of Law
- Undergraduate degree from Emory University
- Former deputy secretary of Delaware’s Department of Natural Resources and Environmental Control (DNREC), 2017–2025
In her role at DNREC, Ogden oversaw:
- Operations of multiple divisions
- Over 900 employees
- A $250 million+ budget
- Regulatory work for Delaware’s first offshore wind development
- Expansion permitting for the Port of Wilmington
She also served as a deputy attorney general and led the state’s Victims’ Compensation Assistance Program, modernizing the office and its support for victims of violent crimes that provides critical support, resources, and personnel for assisting these individuals.
Legal Expertise Now In-House
Mayor Stan Mills expressed his enthusiasm, stating, “She brings a wealth of legal and managerial skills and experience that will serve the city well.”
Ogden will offer legal advice and consultation to the board of commissioners and other city officials, while overseeing all city legal affairs, excluding the planning commission and board of adjustment. Ogden’s annual salary will be $200,000.
